Consultation

Communication is integral to resolution. We emphasize a level of communication which encourages the successful resolution of issues before public hearings become a necessity.

Public consultation today plays a decisive role in the development of projects that affect public interest. Mandated by regulatory bodies and a prerequisite to project approvals, the success or failure of the consultation process can significantly impact the timing, cost – and ultimate viability of your project.

Facilitating Resolution

The Hurland Services integrated approach:

  • Develops and assists industry – First Nations Consultation Liaison

Participant Involvement

The Regulatory requirements and expectations of the Alberta Energy Regulator (AER) Directive 056 and Alberta Utilities Commission (AUC) Rule 007 and Rule 020 requires the project proponent to assume responsibilities for involving the public and to be aware of circumstances or applications where the participant involvement program should meet or exceed the requirements and recommendations set out in the regulations.

Hurland Services assists in the development, implementation and documentation of Participant Involvement Programs, by discussing options, and alternatives, mitigation measures and through their co-operative efforts acquire the consensus required for the project to proceed.

Project Management

Strategic Project Management is a key component to effective and cost-efficient delivery. The increasing complexity of projects requires experience and understanding.

Hurland Services project management experience has been established through continuing education and applied field and office experience. Management works directly with clients when the project is initiated to determine all project prerequisites. Once these project particulars are determined the first step that Management takes is to establish the scope and key factors of the project. Typical project constraints could be scale of the project, environmental and or wildlife concerns, possible risks or objections, time and budget. Once these constraints are determined, we formulate a job specific project plan to meet the unique goals and objectives.

Once the job specific project plan has been established, a Project Manager is assigned to coordinate with the project proponent. The Project Manager will communicate the detailed plan with all Land Agents, Consultation Agents and Administration. The Project Manager will oversee the project, assign individual responsibilities, define expectations, monitor all team members and communicate all concerns and status updates to the client.

Municipal Applications

The Hurland Services team assists Municipal Districts and Counties with their acquisition needs for local infrastructure projects

For Lands Administered by the Crown (Alberta Environment and Parks) Hurland  offers the service of making RDS (Provisional Roadway) and RRD (Registered Roadway) Applications on behalf of Municipal Authorities.

When Lands are occupied by Agricultural Disposition Holders, Hurland acquires the Consent to Withdrawal of the impacted lands from the Disposition holder, as well as the acquisition of any additional consents required from the Disposition Holders needed to facilitate the project, such as  Borrow Area Agreements. For Freehold Lands we offer the service of Option to Purchase Acquisitions required for the widening of Road Allowances, and any agreements incidental thereto.
